Improve handling of time series with constant value

This issue has been discovered when working with shortwave radiation but could also be relevant for other variables (e.g. precipitation in very dry regions). Shortwave radiation can be zero over a whole 31d moving calibration window when working in high latitudes. MIdAS got stuck and produced a lot of error messages related to the fitting. This issue might be a variant of the missing value issue (#9 (closed)).
