Investigate making cube diff method independent of iris

Proposal: use netCDF4 directly, to get the data as-is, instead of filtered through iris.

Would also make it more powerful, since it can be used for any nc files, not only iris/CF compliant files. The diff report should still be usable to make modifications to cubes when needed.
