New indicator Tmin>0 P=>1

Number of days with plus degrees and precipitation. Since we are only working with precipitation (not just rain) it makes sense to use Tmin to reduce the number of days with snow an plus degrees as much as possible.

Question: Is it ok to set the threshold of precipitation at 1 mm/day (not zero) in the same way as we do for e.g. precipitation days?
