Do not "format" standard names

Some metadata elements can be "parameterised" to include the [numeric] value instead of a placeholder within braces (e.g. {PRC}). However this should not be done for either standard_name or proposed_standard_name, irrespective of whether it is the index variable or and auxiliary coordinate.
